I know the end of our summer season is fast approaching and we are going to have a huge celebration this weekend. A Community Block Party/Carnival will be held Saturday, August 31st, from Noon to 4:00pm on the clubhouse grounds! There will be a Dunk Tank, Moon Bounce, Carnival Games, Hot Dogs, Cotton Candy, and Mr. Frosty Ice Cream! All free to our residents and their guests! This event is sponsored by ELS and organized by our activities committee. Please come out and celebrate with us!

Next, your HOA Board is conducting a new survey which is included below. We are asking residents to give us feedback regarding their use of the “Game Room” located next to the garage behind the clubhouse. We do value your opinion and will notify all of the results.

Good morning, Neighbors!

I want to express my gratitude to the 68 residents who attended our HOA Annual Meeting on Saturday, June 29th. The following candidates were elected to the board for a three-year term, Travis Diem, Sandy Joyce, and Jean Faulkner. Nort Beckerman and Peg Wilfong were elected to a one-year term as alternates. The HOA Board held its first meeting since the election on Saturday, July 27th and elected the following officers for the next year: Debbie Ingel, President, Jane Duffy, Vice-President, Ted Ottey, Treasurer, Travis Diem, Secretary, and Sandy Joyce, Membership Coordinator. This information, along with contact information, is posted at the mailbox, clubhouse and on our website, aspenmeadowsha.com

Looking ahead, I want to reiterate the importance that we need residents to get involved in our community. Only 55 households voted in this election. That is a little over one-fourth of this community. We need more voices heard! Please consider running for the board, joining a committee, or assisting at events. Each month at our board meeting, a “Guest” portion is included on our agenda. You can contact any board member if you wish to be a guest and address any concern. If you see a problem, be a part of the solution! The more voices heard only makes this community stronger! We are also short of HOA membership goal, we currently have less than 100 members. The $35.00 HOA annual fee goes a long way in supporting this community. The fee supports community activities, sunshine committee, business expenses, such as website administration and Delaware Mobile Homeowners Association (DMHOA) annual membership fees.

As we mentioned at the annual meeting, a lifeguard is no longer required for Delaware private properties, including mobile home communities and this new law was passed in June. Your HOA has been working with ELS management in hopes that we can remain open the last ten weekdays in August. Unfortunately, ELS upper management rejected this idea and plans to stick to the original schedule. Attached is the letter sent to ELS management to reconsider their decision. We will keep you posted with ELS response.

Have a wonderful and safe rest of the summer. Please remember the speed limit is 15 miles per hour and there are stop signs throughout our community. This is extremely important during this time of year with all our guests and family visiting. All pets must always be on a leash and be sure that you always pick up your pet’s waste and dispose of it properly. Guest parking is available in the parking lot at the pool. The streets become quite crowded with all the extra vehicles at our residences.

Hello Neighbors!

Summer is finally here, and Memorial Day weekend events include a Dedication Ceremony at the flagpole on Saturday at 9:30 followed by a Memorial Brunch at 10:00 in the clubhouse. The hours this year at the pool will be 11:00am – 7:00pm. The pool will be open Memorial Day weekend through Monday, Saturday and Sunday, June 1st, 2nd, 8th and 9th and on Friday June 14th the summer schedule will start. The pool will be closed during the week for the last two weeks of August. I know this is frustrating to our residents and the board is continuing to seek solutions with ELS. We will keep you posted on our efforts. All residents should sign in and wear a pool band. If you are a new resident, you can get a pool band at the ELS office in Camelot.

At the pool this weekend, we will continue our annual kick-off the HOA Membership Drive. The HOA currently has 114 members out of 200 homes in Aspen Meadows and we would love full participation. HOA Board Members will be at the pool on Saturday and Sunday (weather permitting) starting at 1:00pm to collect your membership forms/dues. The annual HOA fee is $35.00. Forms are also available in the clubhouse and on our website @aspenmeadowsha.com.

Your HOA fees go into a General Fund and support community activities, operation, and business expenses such as our website, accounting and insurance fees, advertising, sunshine and welcome committee efforts and supplies. Additionally, your HOA membership entitles you to vote (1 vote per household) in the annual HOA Board election. This $35.00 fee goes a long way to make this a better and stronger community. The strength of this community is determined by the residents who choose to participate.

Additionally, we are asking residents, even if you choose not to join the HOA, that you complete the membership form so that we are able to update all contact information on all residents. There is an “opt-out” option on the form if you do not want any of your contact information included in a private Aspen Meadows directory and/or any future communication tools.

Save the Date for our Annual HOA Meeting on Saturday, June 29th. I will be sending out complete details for the annual meeting in the next two weeks.

Dear Aspen Meadows Homeowner,

Just wanted to report the results of our recent survey to determine the operating hours this summer at the pool. We received 85 responses and the 11:00am - 7:00pm time was the winner. I will let Adam know your choice. Thanks to all who responded.

At our last board meeting we began plans for our annual HOA meeting. We are interested in your opinion regarding the actual day for this event. We have always held the meeting during the July 4th holiday weekend, when we felt most of our residents are here. We are also considering scheduling the meeting for the prior weekend, Saturday, June 29th, to give our residents another option. Since our first survey was such a success, we are asking you to respond to the survey at the end of this letter as to which date, Saturday, June 29th or Saturday, July 6th, you prefer for the annual HOA meeting?

This year we currently have five open positions on the board, and we are actively seeking new members to join your HOA board. It is imperative to the continuity of the board that we have new members who are willing to serve and express their ideas and concerns to the benefit of our community. Keep in mind that your board’s mission is to maintain open and continuous communication with ELS. Results are not always immediate, but as part of this team you can ensure that this process stays robust and successful.

The board consists of nine voting members and two alternates. We meet on Saturdays, once a month, at 10:00am, in the clubhouse. Our first meeting after the election, the board elects five officer positions, President (must be fulltime resident), Vice-President, Treasurer, Secretary and Membership Coordinator. We also determine the committee’s efforts for the upcoming year.

Please consider running for an open position. Please contact me or any other board member, by June 1st, if you would like to enter your name on this year’s ballot. We would love to have you as part of the team!

The pool contract is with Coastline again this year. The pool will be open 8 hours each day. ELS management has asked that we poll residents to determine what schedule works best for residents,

Happy New Year! I hope everyone enjoyed their holiday season and like me, are looking forward to Spring.

 I would like to update you all on the ELS budget projects and contract proposals for this year. I met with Adam Pollin and James Burpo on January 9th to discuss this year’s contract decisions. James Burpo is the new regional manager for ELS. Both Adam and James were very open in discussing the contract decisions and shared the following:

Pool – This year’s contract was again awarded to Coastline. The pool will now be open on Mondays throughout the pool season. The pool will be open each day for 8 hours. James and Adam have asked that we poll the community to determine what schedule works best for residents, 10:00am-6:00pm or 11:00am-7:00pm? The HOA board will be issuing a poll soon to get your opinion. Due to the continued lifeguard shortage, the pool will be open only on weekends the last two weeks in August. James and Adam agreed to work with Coastline to hire residents to lifeguard those last two weeks.

Lawn Service – This year’s contract was again awarded to Brightview. The contract was amended this year to change from the number of mows to a 7–10-day schedule, weather permitting. Turf and weed control service was also added to the contract.  

Tree Maintenance – This year’s contract was again awarded to Complete Tree Care. This was a big success story for the HOA Board last year. We were able to discuss tree removal and maintenance plans with the contractor prior to the work beginning. Coming to mutual agreement resulted in more tree removal and maintenance. Adam and James assured me that they will continue this process this year. If you have any issues with trees on your property, please send photos to Adam to include in his maintenance list for this year.  This service should begin late March.

Street Signs – The first phase of a 3-year project was completed in 2023. Your HOA Board filed a DOJ complaint with the state, citing safety issues that the current signs are in such disrepair that EMT services have difficulty finding the correct home in a medical emergency. We requested that phase 2 and 3 of the sign replacement be completed this year. I am happy to report that ELS has agreed to complete this project this year and the contract for the project is pending approval. I will let you know when the contract is finalized.

Flooding/Drainage – ELS is waiting for a proposal to complete the next phase of the drainage system in Aspen Meadows. The focus will be on the corner of Elk Camp Road to create a new basin to drain out to Wolf Neck Road. Again, I will let you all know when this contract is awarded and the timeframe for the work.

Other projects still pending contract approval include replacement of clubhouse carpeting to vinyl flooring, a new mailbox shelter, and new canopies for the pool area. I will let you know when these contracts are awarded and when the work will begin.

I feel very strongly about the level of communication with ELS regarding these contracts is so positive for our community. Your HOA Board works tirelessly to maintain this communication channel. We would like to hear from you about any of your questions or concerns in our community. Please feel free to contact any board member with any issue. Each month at our board meeting, a “Guest” portion is included on our agenda. If you would like to address the board, just let us know!

Finally, some quick reminders, please update any changes to your personal information with the office. Adam indicated that some mail to our part-time residents has been returned to the office for an incorrect address. The office needs to be notified of the death of a homeowner. On a yearly basis, every homeowner is required to provide the office proof of their homeowners’ insurance liability terms.

Good Morning Neighbors!

I wanted to express my gratitude to the 86 residents who attended our HOA Annual Meeting on Saturday, July 1st. The following candidates were elected to the board for a three-year term; Jane Duffy, Jupe Rathman, and Shelley Stevens. Ilene Klein and Hali Confer-Jones were elected to a one-year term as alternates. The HOA Board held it’s first meeting since the election this past Saturday, July 22nd and elected the following officers for the next year: Debbie Ingel, President, Jane Duffy, Vice-President, Ted Ottey, Treasurer, Travis Diem, Secretary, and Sandy Joyce, Membership Coordinator. Unfortunately, our meeting was cut short by the rain, so I would like to update you on those topics we were not able to cover. Each year the board establishes a set of priorities and determines our goals for the year. These are the priorities chosen: Trees and Maintenance, Pool and Security, and Communication. Below is a summary of the board’s efforts and outcomes in partnership with ELS regarding the established priorities:

Trees and Maintenance: At the annual meeting, we were able to discuss the major efforts of the Tree sub-committee to produce a listing of all the trees in our community requiring removal and/or trimming. This list was combined with Adam’s list and at a meeting between HOA Board Members and ELS management prior to the work starting, mutual agreement was reached for the work to be done. I want to note that for the HOA to be invited to sit with the contractor prior to work commencing and being able to offer valuable input is a first. The Maintenance sub-committee’s focus was on the on-going issues with the inadequate drainage systems in our community. As a result of the sub-committee’s constant communication to ELS and photos of affected areas, ELS acted and created two new drainage basins and cleaned out current drains. Four drains remain closed on Elk Camp and corrective measures for these drains are being initiated.

Pool and Security: This sub-committee also used frequent communication with ELS including photos to report on the pool pump and filter system, lighting, railings, and security. The pump and filter system were replaced this year. The pool lighting is currently being looked at. Security has been an on-going issue in Aspen Meadows. Requests for security cameras at the entrance, pool and clubhouse area, and the mailbox shelter, as well as fencing enclosures have been continually denied by ELS.

Your board and each sub-committee will continue to address these issues. Security issues will be one of our main concerns when the board meets with Regional Manager, Kristina Codino and Adam Pollin in September.

Communication: This sub-committee is currently establishing a Block Buddy program for our community. The committee hopes to introduce this program in late fall or early spring.

In addition to the priority focusses above, the board oversees efforts involving community activities.

Activities: The Activities committee had an extraordinarily successful year with many wonderful events, culminating in our fantastic Holiday Party this past January. Jennifer Pierson - “Sunshine Extraordinaire,” continues to send condolences and recovery wishes when needed in our community.

I want to thank everyone involved in the efforts mentioned above to continue elevating Aspen Meadows into the incredible community we all love and call home.

Dear Aspen Meadows Homeowner,

This year’s General Meeting of the Aspen Meadows Homeowners Association is Saturday, July 1, 2023, at 9:30am at the clubhouse and pool area. We encourage all our residents to attend this annual meeting.

The general meeting is each resident’s opportunity to inquire about and discuss the HOA board’s progress and decisions for the past year. We are looking forward to sharing our collective accomplishments and discussing on-going issues. We welcome any questions that you have in advance of the meeting. Please feel free to send to me or any member of the board your questions.

Another objective during our annual meeting is to provide HOA members the opportunity to vote for your board members. You must be an HOA member to vote and per HOA By-Laws, there is only one vote per household. If you are not yet an HOA member, board members will be available at the meeting for you to join the HOA. If you are unable to attend this meeting, you may vote by written proxy. I will provide those instructions to all of you once we have established our ballots.

There are currently five open positions on the board. We are actively seeking new members to join the HOA board. The current board is a robust and dynamic group. But as with every group, we need and would certainly welcome new voices. The board consists of nine voting members and two alternates. We meet monthly on the last Saturday of the month, at 10:00am, in the clubhouse. Our first meeting after the election, the board elects five officer positions, President (must be fulltime resident), Vice-President, Treasurer, Secretary and Membership Coordinator. We also determine the committee’s efforts for the upcoming year.

Please consider running for an open position. There are no requirements other than a desire to serve your community. Please contact me or any other board member, by June 24th, if you would like to enter your name on this year’s ballot. We would love to have you as part of the team!

Keep a look out for notices over the next few weeks as the board will be announcing all the events, we have planned for the general meeting including big prizes! Even if you choose not to be a board member, I still encourage you to be a member of the HOA. That $35.00 goes a long way in making this a better community.

Community Manager, Adam Pollin, has been actively working to find resources for homeowners who might not have the funds to get their homes repaired to meet community standards. He has asked that we share the following information on the SERP program through Delaware State Housing Authority:

Thank you for contacting the Delaware State Housing Authority (DSHA) regarding emergency repairs.

The Statewide Emergency Response Program, or SERP, was created to provide a single point of contact for home repair assistance for low-income Delawareans. The new program operates in all three counties and provides a streamlined approach through a contract with the Milford Housing Development Corporation, which operates the program.

The program addresses emergency conditions threatening the health or safety of eligible Delaware homeowners and members of their households. Qualified applicants must own their home and have lived there for at least one year, and must meet income guidelines.

Homeowners can apply to the Milford Housing Development Corporation at 302-491-4010 or toll-free at 844-413-0038. Staff will work with applicants to determine if they qualify.

Hello Neighbors!

Summer is finally here, and Memorial Day weekend events include a Community BBQ on Saturday from noon till 2 and a Corn Hole Tournament on Monday 10:00. Our annual Flag Raising will be delayed until a new flagpole is installed sometime this summer. A letter from ELS Regional Manager, Kristina Codino, was sent to residents yesterday regarding this year’s pool schedules. The hours this year at the pool will be 11:00am – 7:00pm and the pool schedule will be Tuesday through Sunday throughout the summer, except for Monday holidays. The pool will be open this weekend through Monday, Saturday, June 3rd, and 4th, and on June 10th start the summer schedule. All residents are required to sign in and wear a pool band. If you are a new resident, you can get a pool band at the ELS office in Camelot.

Good Morning Neighbors,

So glad to see warmer weather is upon us! It is time for a community update regarding spring projects in our community. First there are some personnel announcements. Jim Stricker, Maintenance, is no longer with ELS. Adam Pollin, Community Property Manager, is out for the next month on medical leave. Angela Micinowski is assuming Adam’s responsibilities, as well as her own. Please be considerate when you are contacting the office with any issues as Angela is quite busy. Please feel free to contact me with any of your questions/concerns and hopefully many of your questions will be addressed in this update.

Brightview Landscaping will again be doing the mowing this year. They have already begun with the mulching, weeding, and trimming of the common areas. Lawn mowing should start within the next few weeks depending on weather. The schedule throughout the summer will be dependent on the weather, no set day of the week will be made.

The search for Jim’s replacement will not happen until Adam’s return from medical leave. We are now faced with disposing of yard waste until the maintenance job is filled. Angela has asked for assistance from other ELS properties to help and she will contact me with specific dates when they become available. Pat and Jean Faulkner have graciously been collecting the current yard waste and taking to Camelot Meadow’s dumpster. I just ask for your patience during this interim period. Keep in mind, that ELS will enforce the 5-bag limit and branches broken into three-foot bundled sections when the maintenance position is filled. I suggest if you have more bags, contact a part-time neighbor, and get permission to place extra bags on their property on the day of pick up.

ELS conducted Lot Inspections this past month in accordance with our leases. I understand that many residents (me included) received notices for power washing, painting, and other maintenance issues, with a 30-day deadline. Please contact Angela in the office if you have any issues regarding the deadline. ELS is granting a 30-day extension until May 30 if needed. If you have any other issues, please contact me and I will be glad to help.

A new contract is still pending for Pool Services. I will notify you all when the contract is finalized. Last year’s pool service was required to complete their contract obligations and that is why the pool cover was just placed. It is a new cover so we should be good for the end of this pool season.

The electrical and lighting issues at the mailbox shelter, flagpole, clubhouse and island areas is now being handled by an outside contractor. Hopefully corrective measures will fix these on-going problems.

Four of the budget items approved by ELS for this summer, 1st phase of a three-phase sign replacement project will begin soon, new pool furniture and treadmill has been purchased and the contract to replace our flagpole is completed. I will keep you posted when this project is scheduled.

Complete Tree Care will be in Aspen Meadows next week to begin the tree maintenance project for this year. This will include tree and stump removals and tree trimming. ELS provided your HOA Board the opportunity to meet with the contractor to discuss the project plan before the work began. Daniel Ramia, Aspen Meadow’s Tree expert and Steve Daddona, Complete Tree Care, Angela, and I, were able to review and compare the listing Daniel created and the plan Complete Care developed. The meeting was a success, and we came to a mutual agreement. This year ELS added additional funding to tree maintenance, and it is our hope that our input prior to work commencing to community projects will continue. This just makes sense, and I am glad ELS gave us the opportunity.

The Activities Committee set the dates for our annual Spring Clean Up weekend and it’s May 5, 6, and 7th. I just requested from ELS a dumpster for that weekend. More details and specific instructions for what can be put in dumpster to follow.

As summer draws near, I would just like to remind our residents and their guests of our community responsibilities, most are just common courtesies!

               Please pick up all dog waste and dispose of in your trash containers.

Dogs must always be leashed, when out in the community and cats as well. The same rules and regulations apply to both pets.

Our speed limit is 15mph. So important as residents and guests are out and about in the community.

Please lock your vehicles and extra parking is available at the clubhouse. Please encourage guests to not park on lawns.

Another reminder, that new combo locks were placed on the gym, clubhouse, and pool room doors. The combo # is 4266. Please do not share this number with anyone other than your household and guests.

I encourage any resident to contact me for any issue. I will try my best to get an answer for you. I also encourage any resident to get involved, join a committee, run for the board, help out at events! Be part of the solution not part of the problem.

 Summer season is coming to a close, but your Activities Committee has many plans for the fall and winter seasons. Check out the activities below that are happening next week:

 ASPEN MEADOWS COMMUNITY YARD SALE

 Our community yard sale will be Saturday, September 17th, from 8 till noon! Set up on your property or bring your table to the clubhouse area. If you want to donate items to the Community tables, you can bring them to the clubhouse between the hours of 10-6 any day until Wednesday, the 14th. Proceeds from the Community tables benefit activities. Hot dogs and drinks available for purchase!

ATTENTION CRAFTERS:  There's been some interest among crafters to create some crafts to sell at the Community tables. So, get out your glue guns, your macrame, your paint and your doodads, and help support your Community Activities!

 NOTE: There will not be a dumpster at this yard sale, as ELS already provided one in the spring.

 Join us, and host Rich Patterson, Thursday, September 15th @ 7pm in the clubhouse for a game of Trivia! Start putting your team together. Cost is $2 per team and winning team gets the pot and bragging rights!

Hello Neighbor!

I wanted to express my gratitude to the 90 residents who attended our HOA Annual Meeting: Celebrating Progress, last Saturday, July 2nd. The following five candidates elected to the HOA Board: Ted Ottey, Daniel Ramia, Randy Rushton, Jupe Rathman, and me. The HOA Board was actively seeking new residents to join the board and we certainly got wonderful new voices who want to serve their community.

The board discussed their accomplishments and collaboration with ELS from the past year, including the culmination of a four- year process to replace Lot #1 property and, the flood and drainage issues to be completed in the fall. Over 70 drains will be flushed out, a drain basin cleared behind Snowmass Run corner, and new drains added on Elk Camp Road. A new pool deck and liner were installed this year, as well as new gym equipment and flooring. HOA Board committee members, including Maintenance, Pool and Security, Delaware Mobile Homeowners Association (DMHOA), and Communication, discussed various issues including the current lifeguard situation, tree maintenance, lawn service, community security, and on-going communication plans.

Adam Pollin, our ELS Property Manager, closed the meeting with an open discussion regarding the above issues and plans for next year. New street signs, flagpole, and mailbox shelter are included in next year’s budget (pending approval). Street paving and perimeter fencing are also included. Adam stressed the importance of notifying him if you have an issue. Throughout the year your HOA Board will keep you informed of our progress to monitor ELS’s commitment to this community.

I want to reiterate the importance that residents need to get involved in our community. Only 65 households voted in this election. That is approximately one-third of this community. We need more voices heard! Please consider running for the board, joining a committee, or assisting at events. Each monthly board meeting, a “Guest” portion is on our agenda. You can contact any board member if you wish to be a guest and address any concern. If you see a problem, be a part of the solution! The more voices heard only make this community stronger!

Have a wonderful and safe rest of the summer. Please remember the speed limit is 15 miles per hour and there are stop signs throughout our community. This is extremely important during this time of year with all our guests and family visiting. All dogs must always be on a leash and be sure that you always pick up your dog waste and dispose of properly. Guest parking is available in the parking lot at the pool. The streets become quite crowded with all the extra vehicles at our residences.

Hello Neighbors!

Summer is finally here, and Memorial Day weekend events include Flag Raising on Saturday at 9:00 am followed by Pancake Breakfast at 9:30am at the Clubhouse/Pool. To all you doubters, the pool will be open this weekend. Hours will be the same, 10:00 am – 7:00pm through the weekend. Pool will re-open the next weekend and full time, Saturday, June 11th. All residents are required to sign-in and wear a pool band. If you are a new resident, you can get a pool band at the ELS office in Camelot.

At the pool this weekend, we will kick-off our annual HOA Membership Drive. The HOA currently has 127 members out of 200 homes in Aspen Meadows and we would love full participation. At last year’s Annual Meeting, the community voted to increase the fee (for the first time) to $35.00. Randy Rushton, our Membership Coordinator will be at the pool on Saturday and Sunday (weather permitting) starting at 1:00pm to collect your membership forms/dues.

Your HOA fees are placed in a General Fund and support community activities, operation, and business expenses such as our website, accounting and insurance fees, advertising, sunshine and welcome committee efforts and supplies. The remaining funds are to be used if legal representation is required by the community in the future. Additionally, your HOA membership entitles you to vote (one vote per household) in the annual HOA Board election. This $35.00 fee goes a long way to make this a better and stronger community. The strength of this community is determined by the residents who choose to participate.

Additionally, we are asking all residents even if you choose not to join the HOA that you complete the membership form so that we are able to update all contact information on all residents. There is an “opt-out” option on the form if you do not want any of your contact information included in a private Aspen Meadows directory and /or any future communication tools. I have attached the membership form for your convenience, and it is also available, along with other news and information, on our Aspen Meadows website @aspenmeadowsha.com.

Hello Neighbors!

Your HOA and Activity Committee wants to inform you of a change to our Aspen Meadows Homeowners Facebook Page. In the interest of our privacy and security and due to recent hacks, our Facebook page will now be a Private Group for members only. Our page will no longer be available for public viewing and only members will be able to view the page, post and/or comment. If you are a current member of the Facebook group, you need not do anything. The change should take place within the next 48 hours. If you wish to join the Facebook group, please wait till the change has occurred. The private page will direct your new request for administrator approval.

The HOA will continue to assess current Facebook members to purge those who are not residents. We understand that you might want an additional family member, who is not a resident, as a member - for instance, to contact you if you are unavailable as a Facebook member. Residents may designate ONE person to be their surrogate.

 I do believe making this change will protect our resident’s privacy and security. Please do not hesitate to contact me if you have any questions or concerns.

Good Morning Neighbors,

I just wanted to update everyone regarding the recent break-ins in our community and the steps your HOA Board is pursuing to alleviate these occurrences.

An additional break-in was discovered this past weekend when part-time residents, who have not been to their home since Thanksgiving, arrived on Saturday morning. Police were immediately notified, and the residents were told that this incident is related to the two other break-ins discovered in January. The individuals involved in the break-ins have been arrested and the investigation is continuing. The police reports have been given to ELS management.

The HOA Board is currently seeking a community meeting with the State Troop 7 Community Outreach officer, and we will notify all residents when this meeting is scheduled. As the recent break-ins have not been limited to Aspen Meadows, this meeting hopefully will provide us with more information, security, and safety advice.

ELS has repaired the broken fence at the back of Snowmass Run S. Both Adam and I were certain that the downed fence was how the intruders accessed our property. Despite questions regarding actual ownership of the fence, ELS did this repair quickly and I am grateful for this.

At our community meeting we need to discuss what residents can do to increase our security. Foremost, please notify the police if you see or hear anything suspicious. We certainly can discuss other measures we can take to protect our homes, i.e., increased lighting, exchanging phone numbers with neighbors, checking on our part-timer’s homes. I would certainly welcome any additional ideas or concerns.

Your HOA Board has continually pursued with ELS management the need for additional security measures. Cameras at the pool, clubhouse, and front entrance with additional fences along the front of the property are in the works for next year. We will update you as these initiatives are finalized.

I know these break-ins have caused anxiety, rightfully so, I just want you to know that the board is actively working to address the security issues. We will continue to post updates to our Facebook page, Aspen Meadows Home Owners Association. Please keep in mind that our FB page is a public platform, and anyone can access without your own FB account. I will continue to send out email updates. Hello Neighbors,

 Yesterday, many residents, your neighbors and I gathered by the front entrance to see and celebrate the demolition of the home on Lot #1. This event has been 4 years in the making and the culmination of the home’s removal is an enormous success for your HOA Board! Your board pursued a resolution to the eyesore relentlessly and finally in the past year ELS was able to obtain title to the abandoned residence. The plan is to replace with a new mobile home in the next 6 months. I need to commend Adam Pollin, ELS Property Manager who facilitated this process. Adam is a welcome partner, and the board appreciates his on-going support.

Renovations to the clubhouse bathrooms will begin in the early fall and the long awaited new exercise equipment should be arriving in the next few days.  I will continue you to update you on future community improvements as that information becomes available to me. 

Your HOA board plans to meet with ELS Regional Manager, Taunya Bailey in the fall. I welcome any of your questions or concerns to include in this meeting.  As always please feel free to contact me with any of your questions.

Dear Aspen Meadows Homeowner,

This year’s General Meeting of the Aspen Meadows Homeowners Association is scheduled for Saturday, July 3, 2021, at 9:00am at the clubhouse and pool area.  Last year’s meeting was cancelled due to the coronavirus and the restrictions for large gatherings. At our 2019 meeting almost 100 residents attended the annual meeting and that was the largest turnout in many years and your HOA Board was thrilled!  We encourage all our residents to attend this annual meeting.    

The general meeting is each resident’s opportunity to review, discuss and question the HOA board’s progress and decisions for the past year.  At this meeting you are given the opportunity to vote for board members.  You must be an HOA member to vote and only one vote per household. The Membership coordinator will be available at the end of the meeting for you to join the HOA. If you are unable to attend this meeting you may vote by written proxy.  I will provide those instructions to all of you once we have established our ballots.

There are currently 8 open positions on the board.  We are actively seeking new members to join the HOA board.  The current board has been a robust and dynamic group.  But as with every group, we need and would welcome new voices.  The board consists of 9 voting members and two alternates.  We meet monthly on the last Saturday of the month, at 10:00am, in the clubhouse.  Our first meeting after the election, the board elects 5 officer positions, President (must be fulltime resident), Vice-President, Treasurer, Secretary and Membership Coordinator.  We also determine the committee efforts for the upcoming year.

Please consider running for an open position.  No requirements required other than a desire to serve your community.  Please contact me or any other board member if you want to put your name in the hat.  We would love to have you!

Keep a look out for notices over the next few weeks as the board will be announcing all the events, we have planned for the general meeting including big prizes!  Even if you choose not to be a board member, I still encourage you to be a member of the HOA.  That $25.00 goes a long way in making this a better community.

Just wanted to pass along the FB posting from Patricia Stiles.  Please check out the updates, events and save the dates for the summer.

Trash pick up during summer months will be on TUESDAY and FRIDAY! (Starting yesterday, apparently🤷🏻‍♀️) Recycling is every other Tuesday (next Tuesday)!

The pool will be open this Saturday and Sunday (June 5 & 6) and then every day from June 12 through September 6, from 10 am until 7 pm! You should wear your pool bands. You can sign in guests - no guest passes needed - but, someone in the party must be wearing a band. It is important that you sign in both you and guests, not only so that only residents and their guests are the only folks using our pool, but also in the case of an emergency, so that everyone is accounted for. This is all for your safety and security.

We will be holding our Yard Sale on Saturday, May 1, from 8-12.

The HOA Board Activities Committee will be advertising the event in local media. There will be a “Community Table” adjacent to the Clubhouse. You are welcome to set up your own table - either at your home, or you can bring your table to an area near the Clubhouse. (Please mask-up and social distance) 

Dorothy needs LOTS OF HELP WITH THE COMMUNITY TABLE, as she has hundreds of items that have been donated. If you are not holding your own sale, could you please contact Dorothy (717-341-8666) and sign up for a shift at the Community Table?

 Also, ELS has agreed to provide a dumpster on this day. Please, follow rules on what is acceptable in dumpster, ie NO: yard waste, paint, electronics, hazardous materials, etc.  

Community Clean Up Day!

 Let’s all work together to clean up around our properties: tidy, weed, edge - everything to make our beautiful community even more beautiful!

 We understand that there may be some in the Community that are physically unable to do strenuous yard work, and might need some help. If this is the case, please contact Dorothy (717-341-8666) and there may be some neighbors available to assist you. PLEASE NOTE THAT YOU MUST BE PHYSICALLY PRESENT ON YOUR PROPERTY DURING THE CLEAN UP IF NEIGHBORS ARE ASSISTING YOU. Also, this offer is for basic yard work, tidying, etc., not for things like construction, tearing down shed, moving heavy objects, etc.

 We also understand that there are some in the neighborhood that are willing to help less-able neighbors with outdoor tidying and yard work for that Clean Up Day. If you are willing to be a “Neighborhood Helper” for Clean Up Day, also contact Dorothy. She will match up the “Neighborhood Helpers” with the folks needing some assistance.

 Folks needing assistance and folks willing to be a “Neighborhood Helper” should contact Dorothy BEFORE SATURDAY MAY 8, SO THAT SHE HAS TIME TO COORDINATE!

Hello Neighbors! Happy New Year!

I wanted to take a few moments of your time to update you on current issues in our community, address some concerns, and solicit your opinions. The State of Delaware has begun Phase 1b of the vaccine distribution, which includes people 65 and older. Any resident 65 years and older can register with the state @ de.gov/covidvaccine. I also suggest that you register with Beebe Hospital @ beebehealthcare.org. Your HOA is currently inquiring about the possibility of providing a list of residents to Beebe Hospital, who would be available at the end of a vaccine distribution day if vaccines are left over. I will be reaching out to residents if this plan is finalized. Please continue to adhere to the policy of wearing a mask when you are outside of your home, maintaining social distancing of six feet, and wash your hands frequently. Please continue to check on your neighbors, especially those who might have the virus as well as those who are self-quarantining due to possible exposure to the virus. If anyone needs assistance, please do not hesitate to contact me.

Your HOA Board continues to have on-going discussions with Adam Pollin and the following issues were updated recently:

Flooding:  Contractor has conducted initial review of drains at the corner of Snowmass Run and at the corner of Elk Camp Road.  A contract is pending and should be awarded shortly, to clean the drains on Snowmass Run and remove all debris.  The review of the drains on Elk Camp revealed the need for an additional drainage system.  This will be a larger project and ELS is developing a plan.  Please continue to send me pictures of the flooding.  Please date stamp the photos and let me know if the water has not dissipated within 48 hours.

Trees:  The Bartlett contract has been terminated and Complete Tree Care was awarded the tree contract for this year.  Adam was meeting with them last week to determine the tree removal and maintenance schedule.  He was providing the logbook of all resident’s concerns to Complete Care.  I will keep you posted once the schedule is released.

ELS Capital Budget Items Approved for 2021:  Clubhouse Roof Replacement, Additional Pool Furniture, Extended Pool Sidewalk, Exterior Fencing at the corner of Wolfe Neck and Munchy Branch Rds., New Exercise Equipment, Repairing portions of the Concrete Pool Pad, and Clubhouse Bathroom Renovations.

Mowing and Yard Waste Removal:  LandCare was again awarded for the 2021 season.  I will notify you when the mowing/yard waste removal schedule is released.

Thanks for bearing with me so far!  Now some reminders about community guidelines:

There is limited capacity and gatherings in the clubhouse during this pandemic and consequently Jim is now cleaning less frequently.  If you are using the clubhouse independently, please cleanup after yourself and take any garbage with you.  Make sure all lights are off, toilets flushed, and all doors secured.

The HOA Board is recommending exchanging contact information with your neighbor, especially if that neighbor is a “part-timer”.  In case of an emergency, like last weekend's water leak at the home of a part time resident, your neighbor can contact you immediately. This is extremely important on weekends and off-hours when the ELS office is closed.

One of the huge selling points in our community is the overall appearance of Aspen Meadows.  You can ask any of our newer residents and that was one of the reasons they chose a home in Aspen Meadows. As residents we are all responsible for the maintenance of our homesites.  Some of these responsibilities include:

Weeding and trimming.

Removing all trash and debris.

Storing all building materials and similar items out of sight.

Tree trimming, pruning, cutting, and removal of tree limbs. ELS has responsibility for dead trees and trees over 25 feet in height.

Maintenance of all sheds, carports, and improvements.

I am highlighting only a few of our responsibilities and you can refer to your lease and the Rules and Regulations therein for the complete list.  We do recognize the difficulty for part-time residents during this pandemic’s travel restrictions as well as some of our full-time senior resident’s inability to do the required maintenance.

Finally, considering the above, I am asking for your opinions regarding establishing an “Annual Aspen Meadows Clean-Up Day".  We would earmark a weekend day in the spring that all residents could work on their homesite, determine which of our residents need assistance and have a group of volunteers assist them. The HOA Board would be willing to provide any necessary equipment.  I would love any more ideas about establishing this day.  I think a “Clean-Up Day” would be a huge success and continue to make this community “Rehoboth’s Hidden Treasure”.

Hello Neighbors!

I wanted to take this opportunity to update all of you on some of our community issues as well as new guidelines for COVID-19 in Delaware.

Today’s meeting with ELS Regional Manager, Taunya Bailey and our Property Manager, Adam Pollin was cancelled because of ELS travel restrictions due to the surge of COVID cases in Delaware.  Your HOA board worked diligently to prepare for this meeting and have been assured that a new meeting will be rescheduled as soon travel restrictions are lifted.  A valuable portion of this meeting is having the ELS Regional Manager touring and inspecting our community.  The board and I will continue to have on-going discussions with Adam Pollin and the following issues were addressed this morning:

Flooding – Adam is currently researching companies to complete an inspection of the drainage system in Aspen Meadows.  Once the evaluation is completed, he will keep us apprised of the process and solutions.

Trees – The tree contractor, Bartlett, is scheduled to do tree maintenance beginning in January.  Adam is still accepting any resident’s concerns about a particular tree and asks that they forward any pictures of the tree to him and he will add to the logbook he is maintaining for the tree contractor.  Perimeter trees are included in the winter maintenance plan.

Trash Pickup – This has been an on-going issue since summer and seems to get more confusing as time goes on.  Trash pickup in Aspen Meadows has always been on Tuesdays and Recycle pickup every other Tuesday.  Additional Trash pickup for the summer season was on Fridays.  Waste Management is the contractor for Aspen Meadows and is a national contractor for ELS.  At the beginning of the summer season Waste Management refused to add the additional pickup.  After numerous calls, the additional pickup on Friday was added. At the end of the summer, Waste Management continued the additional pickup. As of right now, Adam has contacted Waste Management to verify the pickup days and was told Aspen Meadows trash pickup will be on Fridays and Recycle will be every other Tuesday. I know this is a change from our previous pickup days, but we will monitor this next week and alert Adam if trash pickup does not occur.

Lawn Service – The contract with Land Care is through the end of December.  They will continue to pick up yard waste, debris, landscaping, and mowing until the end of the contract.  Land Care usually provides a weekly report to Adam of their planned services for the week.  Please keep in mind that these decisions are based on weather forecasts and current conditions.

Gov. Carney issued new guidelines and restrictions yesterday to slow the spread of COVID-19 cases in Delaware.  They will take effect on Monday, November 23rd and include the following: Indoor gatherings in homes must be capped at no more than 10 people.  Indoor gatherings outside of homes must be limited to 30 percent of the venue’s fire capacity, up to a cap of 50 people.  Restaurants must operate at no more than 30 percent of fire capacity indoors, with allowances for additional outdoor seating.  I will keep you informed if additional restrictions are added.  Adam told me this morning that the clubhouse can remain open if the guidelines above are adhered to.

As always, I am overwhelmed by the generosity and compassion of this community and it has never been more apparent than during this year and the pandemic.  Please continue to adhere to the policy of wearing a mask when you are outside of your home, maintaining social distancing of six feet, and wash your hands frequently. Please continue to check on your neighbors, especially those who might have the virus as well as those who are self-quarantining due to possible exposure to the virus. If anyone needs assistance, please do not hesitate to contact me. 

I know the holidays are going to be especially difficult this year but do extend my wishes for a good holiday season.  I recently saw a quote that I thought was particularly applicable to these difficult times, “We don’t gather together now because when we can gather again, no one is missing”

Your Activities Committee is sponsoring our annual Community Yard Sale on Saturday, September 12th!  Check out the notice below from Patricia Stiles:

Have you been doing some Quarantine Cleaning? Is your shed or guest  room full of items you no longer need, but collected during COVID Boredom Purging? The HOA Activities Committee believe it’s time for a Community Yard Sale!

We will advertise our Community Yard Sale to be held on Saturday, September 12, from 9 - 12. (No rain date) To encourage social distancing, we ask that you set up in front of your own house - NOT bring your table to the Clubhouse Area. Wear masks, keep 6’ distance...you know the routine!

Dorothy and her crew will man the Community Table, of items that have already been donated to benefit the Activities Committee, and we will have folks at the entrance to the community to remind visitors about wearing masks, etc.

Please let Dorothy know if you plan to have a table at your house ASAP, as we thought it might be helpful to give visitors a map indicating where residents are holding yard sales at their homes.

In conjunction with the Yard Sale, ELS will provide the community with a dumpster for community use. PLEASE BE A GOOD NEIGHBOR AND ADHERE TO THE RULES ON WHAT IS  AND IS NOT PERMITTED IN THE DUMPSTER. IT WILL BE POSTED ON DUMPSTER. ONCE DUMPSTER IS FULL DO NOT PLACE ITEMS OUTSIDE OF DUMPSTER.  ELS WILL STOP PROVIDING THE DUMPSTER IF THESE RULES ARE NOT FOLLOWED AND THIS WILL ADVERSELY AFFECT THE ENTIRE NEIGHBORHOOD.

Hello Neighbors!  Check out the latest events planned for Labor Day Weekend, September 5th and 6th, posted from Patricia Stiles and the Activities Committee!

This summer certainly has been...well...DIFFERENT! We have all missed so many of our usual summer activities because of having to maintain social distancing! So the HOA Activities Commitee put our collective heads together to plan some end-of-summer activities that will be fun, as well as safe for residents!

First, on SATURDAY, SEPTEMBER 5 we will be hosting a Socially Distant Pool Pizza Party!🍕🍕🍕🍕 Pizza, soda and water will be available starting at 1:00 pm in the pool area, until it is gone. We will have a $$$ donation jar to help defray the costs of this activity. Please be aware of maintaining distance and wear your mask.😷😷😷😷 WE WOULD ALSO APPRECIATE IF YOU COULD RSVP TO Dorothy Long (by Sept. 1) FOR THIS EVENT, SO WE HAVE AN IDEA HOW MUCH PIZZA TO BUY!

The HOA will have a membership table set up in the pool area that day, as well. So please bring your checkbook and join the HOA for 2020/2021. Yearly Membership is only $25/household!! Then, on Sunday, September 6, we will finish off the year with CORNHOLE AND ICE CREAM! We expect the cornhole tournament to begin at 10 am, in the area beside the Clubhouse,  and conclude at 1 pm. 🏆🏆🏆Stay tuned for info about signing up your team.  The HOA Activities Committee will serve ice cream 🍧🍧🍧🍧at 1:30, at the pool area. Again, we ask that you come masked and aware of social distancing!

Hello Neighbors!

I deeply regret to inform you that your HOA Board has decided to cancel our Annual Meeting on September 5th.  We were extremely gratified by the large turnout at last year’s meeting, yet we feel under current coronavirus guidelines, we cannot adequately ensure everyone’s safety.

Your HOA Board has been extremely busy this past year and the annual meeting is our opportunity to share the board’s progress and decisions.  Here are some of the highlights:

·         Conducted two meetings with Taunya Bailey, Regional Manager, ELS.  These meetings will continue quarterly and have proved constructive in establishing a stronger communication link with upper ELS management.

·         Established a voting member in Delaware Mobile Homeowner’s Association (DMHOA).

·         Created an Emergency Fund from portions of interest earned on our CD’s to assist with urgent homeowner needs of any resident.

·         Continued monthly meetings with ELS Community Manger, Adam Pollin to discuss on-going Aspen Meadows issues such as: security, exterior lighting and fencing, tree trimming, Lot #1, lawn mowing, and road paving.  Proposed ELS budget items for 2021 include: replacing clubhouse roof and skylights, continue exterior fencing behind Lot#72, start bathroom renovations, new gym equipment, additional pool furniture and umbrellas.

The annual meeting is also your opportunity to vote for board members.  This year two of our board members, Marge Wanner and Linda Spaulding, terms are complete.  We appreciate their service and wish them well!  Best part, they are still our neighbors!  Therefore, we are seeking new members to join the HOA Board.  Since an actual vote will not occur and in accordance with our By-Laws, anyone who wishes to join the board, their term would be for one year.  Hopefully by next year we can resume our regular annual meeting. Please contact me or any board member if you want to serve on the board.

Even if you choose not to be a board member, I strongly encourage you to be a member of the HOA.  That $25.00 goes a long way in making this a stronger community.  Our membership drive will be through the month of September!  2020 HOA forms will soon be available on our website, aspenmeadowsha.com, in the clubhouse and at the mailboxes.  Kick-Off will be on Labor Day weekend and there will be board members available to accept your forms.

I know the past six months have been difficult as we all have struggled with the coronavirus pandemic.  Yet I have never been more grateful that I live in Aspen Meadows.  Neighbors taking care of neighbors is what we do best! Please stay safe and healthy.

Dear Neighbors:

At the monthly HOA Board Meeting yesterday, the Board regretfully decided to cancel our annual HOA meeting that had been previously rescheduled for September 5, 2020. We believe that with the ongoing COVID pandemic, we did not want to put our neighbors at risk by gathering together for a meeting. After our record-breaking attendance at last year’s meeting, this is certainly a letdown for all of us. The health and safety of every neighbor within Aspen Meadows will always be our first priority.

Debbie Ingel (Board President) will be sharing an update of all of the HOA previous year’s initiatives and progress as well as changes to Board Members.

Hello Neighbors!

I wanted to update all of you on the guidelines for Phase II of Delaware’s rolling reopening process, which was effective Monday, June 15, 2020.   Under these new guidelines the clubhouse and gym will open with the following requirements:

·        The indoor gathering limit is 50 people and social distancing required from those not part of your household.

·        Only one resident at a time may use the gym. All equipment used must be disinfected before leaving the gym.

·        Capacity will remain at 90 for pool.  Every two hours pool will close for disinfection process. All residents must wear bands (the old blue ones are still good) and sign in. Guests are now allowed.

I know many of you have missed our usual summer activities, but I want to stress the importance of starting small and continuing the practice of social distancing, wearing masks, and washing hands.  Over the next few weeks, we will update you on future activities as well as any updates to Delaware’s reopening.

Hello Neighbors!

Our community pool is opening this Saturday, June 6 at 10:00 a.m.  I just met with Adam Pollin, our community manager and guidelines were developed in conjunction with the pool management company.  These guidelines are in accordance with the Reopening Phase 1 for Public and Community Swimming Pools from the Delaware Health and Social Services, Division of Public Health. (For a complete list please see the sign posted at community mailboxes)

First and foremost, these regulations are not imposed by ELS but by the State of Delaware.  The lifeguards on duty each day will be required to adhere to these regulations.  Please respect and comply with their directives each day.  Throughout the coming months the reopening phase will slowly develop and ELS will continue to monitor any modifications and pass along any updates to these guidelines.

Here are the highlights:

  • The total capacity for our pool is 90 people

  • Lifeguards are required to disinfect all high touch surfaces every 2 hours

  • This will require shifts on a first come first serve basis

  • Session 1 - 4: 10am - 12pm, 12:20pm - 2:20pm, 2:40pm - 4:40pm and 5pm - 7pm

  • All residents must sign in and at this time no guests are allowed

  • Masks are required when not in the pool and pool furniture must not be moved

Please let me know if you have any questions or need clarifications.  ELS is in the process of placing signage at the pool regarding these guidelines as well as other safety reminders during this health crisis. New pool bands can be picked up at the office.  You just need to call the office first, 302-227-4266, and Susan will place on the office porch.

Hello Neighbors!

I want to wish each of you a Happy Memorial Day Weekend!  Be sure to take some time this weekend to remember and honor all the men and women who have served this country and especially those who made the ultimate sacrifice.

I wanted to update you all on our summer activities or to be honest the lack of them.  As of today, we are currently under Phase 1 reopening of Delaware and that includes community pools.  I spoke with our manager, Adam Pollin yesterday and the target date for opening the pool is Saturday, June 6th.  The Delaware guidelines for community pools are limited to 20% of regular capacity.  Adam and ELS are determining how to implement these guidelines.  I will keep you posted when these guidelines are available.  The clubhouse and exercise room are to remain closed until the limit on social gatherings is lifted by the governor. 

We are in the process of putting up the flag this next week.  Unfortunately, we will do it without our traditional flag ceremony.  It will be good to see it flying over Aspen Meadows again!  The tree trimming process will begin in the next two weeks.  The management office is keeping a log of residents who have requested service for trees on their property.  Please contact the office if you need to request these services.

Your HOA board has decided to postpone our Annual Meeting till Labor Day Weekend.  Hopefully by that time the limit on social gatherings will be lifted.  I know these past few months have been difficult for this community, especially for one that prides itself on our fabulous social activities.  This coronavirus pandemic has certainly altered our daily lives in many ways, yet I am so proud of this community and how we have taken care of each other and found rather fun and surprising ways to stay in touch with each other.  Kazoo parades, walk-abouts and birthday celebrations were certainly enjoyed by all!

Hello Neighbors!

The new contractor for our lawn services, LandCare, will begin mowing the lawns starting next Tuesday, April 14th.  Yard waste will be picked up beginning the following Tuesday, April 21st.  Tuesdays will be the set day for these services, weather permitting.

Hello Neighbors!

I hope that you all are staying safe and healthy.  I wanted to update you on various topics including recent COVID-19 information and programs, as well as, discussions with new AM park management.

I participated on a teleconference Tuesday evening with Delaware Mobile Homeowners Association.  This association represents all homeowners in manufactured housing living on leased land in the state of Delaware.  The main topic of discussion was the virus, how it is affecting our communities, and various components of the State of Emergency declaration By Gov. John Carney.  I will try to outline these below:

·         During this period landlords are prohibited from charging late fees and processing evictions as are utility companies from terminating service or assessing late fee charges.

·         Up to $1500 in assistance from Delaware Housing Assistance Program (DEHAP) is available to renters (including manufactured homes) affected by COVID-19.  More information and applications are available on their website @ www.destatehousing.com.

·         Delaware DMV has extended all renewal dates and waived renewal late fees.  This includes Driver Licenses, Vehicle Registration, Title Transfers and Trailer tags.  For more information go to https://de.gov/1Su.

·         You can sign up for all Delaware COVID-19 updates at https://coronavirus.delaware.gov/.

I had a lengthy discussion on Tuesday, 3/31 with our new park manager, Adam Pollin.  Our discussion was extremely informative, and Adam was earnest in his desire to have open on-going communication with our community.  Below are the topics we discussed:

·         Regarding his recent newsletter, the home inspections he highlighted will not begin until after state restrictions are lifted.  He apologized for the notice, the newsletter was sent to the printer 10 days prior to the new regulations.  This should alleviate any part-timer’s concerns about coming here and doing yard work.

·         A new lawn contractor was hired for this season.  Once he obtains their schedule for mowing and yard waste pick-up, he will let me know and I will pass on to all of you.

·         Adam was aware of the new policies for late lot rent payments and said to have any resident with these issues to contact him and he will work with the resident to formulate a plan.

·         Renovations for the clubhouse area were approved for this year and include new roof and skylights for the clubhouse and new pool fencing and canopies.  A start date is TBD.

·         Bartlett Tree service will begin new tree plantings for prior removals of dead trees.  Again, a start date is TBD.

·         Adam agreed to meet with me monthly to discuss our community’s issues and concerns.

Hello Neighbors!

I hope this email finds you healthy and safe.  I know these are difficult times for all our residents.  I wanted to take this opportunity to update you on issues regarding our community as well as new Delaware State guidelines.

First and foremost, a new manager for Aspen Meadows and Camelot has been hired.  His name is Adam Pollin.  He has extensive experience in the property management field for the past 20 years. He plans on distributing a newsletter soon to introduce himself.  I do ask that you give him time to acclimate to his new position. The office is closed to visitors but your issues and concerns can be forwarded to adam_pollin@equitylifestyle.com.

Please see the advisory below that went into effect this morning. 

Beginning Monday, March 30 at 8:00 a.m., Governor Carney is ordering all out-of-state travelers into Delaware to immediately self-quarantine for 14 days to fight the spread of COVID-19. Under today’s order, anyone who enters Delaware from another state must immediately self-quarantine for 14 days. The 14 days is measured from the time of entry into Delaware or for the duration of the individual’s presence in Delaware, whichever is shorter. Governor Carney’s order also applies to anyone who has entered Delaware in the last 14 days.

Mayor Kuhns is of course following this order for those traveling into the City of Rehoboth Beach. Self-quarantine requires that an individual stay in a quarantine location (home, hotel room or rented lodging); does not go to work, school or public areas; does not use public transportation; separates from other individuals in a residence as much as possible; and avoids sharing personal items.

"Now’s not the time to visit Delaware. We’re facing a serious situation here that is getting worse,” said Governor Carney. “Delawareans need to stay at home, and anyone from another state visiting Delaware should immediately self-quarantine for two weeks. Everyone needs to take this threat seriously. Our goal is to limit a surge in COVID-19 cases that would overwhelm our hospital system."

Today’s order has the force and effect of law. Any failure to comply with the provisions contained in a Declaration of a State of Emergency or any modification to a Declaration of the State of Emergency constitutes a criminal offense. City of Rehoboth Beach law enforcement may conduct traffic stops – limited in scope to public health and quarantine questions – on vehicles registered in other states.

As reported by the Delaware Division of Public Health, there have now been a total of 232 total laboratory-confirmed cases in the state since March 11, 18 additional cases since I reported to you just 24 hours ago with 66 cases from Sussex County, an increase of 7 within this time period. The total number of positive cases represents a cumulative total since the pandemic began. In total, six Delawareans have passed away due to complications from COVID-19.

Please know that this pandemic is very serious and has not yet peaked in our area. Please continue to shelter-in-place and please heed the warnings to keep you and your loved ones safe.

 All residents living within the City of Rehoboth Beach limits are encouraged to visit the City of Rehoboth Beach CodeRED self-enrollment site to enroll additional contact information including cell phone numbers, text, and email addresses.

I ask that all our residents comply with this new regulation and visit the Rehoboth Beach Code Red site for updated information.

Patricia Stiles is providing various information updates on our Aspen Meadows Facebook page and I will continue to send out emails when new information becomes available. I plan on participating on a teleconference tomorrow evening hosted by Delaware Mobile Homeowners Association.  I will forward any applicable information to you as soon as possible.

Hello Neighbors!

I wanted to update everyone regarding the park manager vacancy as well as other outstanding issues your HOA board is currently pursuing. According to ELS the initial candidate chosen did not work out and the recruiting process is continuing.  Steven Schafer at Whispering Pines will remain our acting manager until a viable candidate is selected. 

These last 5 months without a park manager has been extremely frustrating for our board and I am sure for the community as well.  Communication, though limited before, has come to a grinding halt. Our board did meet with Taunya Bailey, ELS Regional Manager and Steven Schafer on November 14, 2019.  Lack of communication and required follow-up were major topics of discussion at this meeting.  Promises were made and yet many items discussed have gone unaddressed or worse forgotten.

This past week I did receive notice that some of our issues are being handled. Bids are currently being reviewed to replace the lighting at the flagpole.  Once complete the bids will be forwarded to ELS corporate for review and implementation.  The spring tree trimming schedule is being established now and Steven will let me know when complete.  I will pass along to all of you!  The replanting of arborvitae, removed in the fall, will commence once management is sure there is no more chance of a frost.

I want to ensure everyone that despite these challenges your board continues to work diligently to resolve our community issues and concerns.  We certainly welcome your feedback and any additional questions or concerns you have.  Ultimately, we would embrace any resident who would consider an open spot on our board.  We are now seeking candidates for the General Election held in July of this year.  Please let me know if you would be interested!

Happy New Year Neighbors!

I would like to take a moment to restate ELS policy regarding payment of rent.  In accordance with the terms of your lease, your rent is due on the first of each month.  If your rent is not paid before the sixth day of the month, a late fee will be assessed.  After seven days following written notice to the resident, ELS may terminate your rental agreement and bring court action to recover rent due.

Recently one of our residents experienced a frustrating incident with their monthly payment which illustrates why I encourage all residents to use the Resident Portal at www.communityresport.com/els .  On this site you can make one-time payments by virtual check or recurring payments from a specified account.  You will also be able to monitor your account.  If you are unable to access this site, you can go to the Camelot office and complete the paperwork to have your rent payment automatically deducted from your bank account.  This office still accepts payment drop-offs and your payment is considered received even though it is then forwarded to the ELS corporate offices in Bear, DE.  If you do mail your rent payment, I highly encourage that you send it directly to ELS Waterford Estates, 205 Joan Drive, Bear, DE  19701.  You do not want your payment to be at the mercy of the US Postal Service.  If it does arrive after the fifth of the month, you will be assessed the late fee.

ELS has discontinued the policy of giving a 5% discount if a resident pays their rent annually.  This policy has been in effect for the past two years.  ELS admitted they were lax in instituting the policy and probably let some residents still receive the discount.  They are now regulating the policy and the only exception is if a resident has a 10-year lease.  The 5% discount is in these rental agreements and will still be honored.
